Joined the US Department of Homeland Security State and Local Government Coordination and Preparedness Citizen Corps Division as a President’s Management Fellow to serve as a Citizen Corps Program Specialist. Worked in partnership with DHS Civil Rights & Civil Liberties to stand up a national committee to address the emergency preparedness concerns of people with disabilities. Supported FEMA Region IX- CA, AZ, NV, HI, Guam, Samoa and CNMI.

Worked as a psychiatric technician, coach for a self directed work team and a unit supervisor until the last four years of state service. I then took on the role of Assistant to the Executive Director and assisted in emergency preparedness planning and exercises, tracked litigation, chaired the Wellness Committee and served as the public information officer (PIO), for a large state developmental center. As the PIO, I assisted in various land issues from historical registration and migrant farm worker housing to water and agricultural development. The summer of 2003, I completed the CERT train the trainer course at the Emergency Management Institute.
